Vijay Kumar Kadyan

Vijay Kumar Kadyan (1931–1995), IAS, also called Chaudhary Vijay Kumar, was born in 1931 in Village Baghpur, Tehsil Beri, District Jhajjar (then part of Rohtak), Haryana, into a reputed and progressive agrarian family. His father, Chaudhary Shish Ram Kadian, was an ardent follower of the Arya Samaj and a noted social reformer who courageously opposed social evils and untouchability in rural society. His mother, Smt. Pato Devi, hailed from the Tokas Jat family of Munirka village, Delhi, and was inspired by reformist and progressive ideals.
Education
He received his early education in his native village, Beri, and went on to complete his B.A. and M.A. degrees.
Career
His administrative career began as a Naib Tehsildar, after which he became Tehsildar and subsequently joined the Haryana Civil Services. Through dedication, integrity, and ability, he rose to the Indian Administrative Service (IAS). From 4 December 1989 to 2 July 1991, he served with distinction as the first Deputy Commissioner of Panipat. Prior to that, he was posted as Additional Deputy Commissioner in Kurukshetra.
The family earned a reputation for social justice and progressive values. In 1929, when caste-based discrimination was deeply entrenched, his father and uncle built a separate well for the Harijan community on their own land in Baghpur and granted them access to water. Though the family faced social ostracism for this bold step, it firmly established their standing as reformers.
His elder brother, Professor Sher Singh, was active in politics and served as Deputy Chief Minister of Punjab. Following the formation of Haryana, he played a statesmanlike role—often compared to Sir Chhotu Ram—in shaping the state’s political direction. He was later elected Member of Parliament from Jhajjar and Rohtak, and served as Union Minister of State in the portfolios of Education, Communications, Agriculture, and Defence.
Chaudhary Vijay Kumar devoted his life to the ideals of the Arya Samaj and the teachings of Swami Dayanand Saraswati. He worked tirelessly to eradicate untouchability and other social evils. After retirement, he led a state-wide anti-liquor movement in Haryana, organizing protests and demonstrations, and was even imprisoned several times. His relentless efforts inspired Chaudhary Bansi Lal to adopt prohibition as an electoral issue, which subsequently led to the formation of a government in Haryana in 1996 with the support of the Bharatiya Janata Party.
During his tenure in public service, he initiated several welfare projects. Among his notable contributions were the establishment of the Leprosy Ashram in Panipat, the construction of Shivji Stadium and the Rotary Club at Model Town, Panipat, as well as significant support for the development of Gurukul Kurukshetra.
Death

Chaudhary Vijay Kumar passed away on 27 August 1995. He is remembered for his integrity, strong convictions, and unwavering commitment to the Arya Samaj. His life remains an inspiring example of public service, social reform, and dedication to justice.

चौधरी विजय कुमार
चौधरी विजय कुमार का जन्म वर्ष 1931 में हरियाणा राज्य के जिला झज्जर (तत्कालीन रोहतक) की तहसील बेरी के गाँव बाघपुर में एक प्रतिष्ठित एवं प्रगतिशील किसान परिवार में हुआ। उनके पिता चौधरी शीशराम कादयान आर्य समाज के सक्रिय अनुयायी तथा समाज सुधारक थे, जिन्होंने ग्रामीण समाज में व्याप्त कुरीतियों और छुआछूत के विरुद्ध साहसिक संघर्ष किया। उनकी माता श्रीमती पातो देवी, दिल्ली के मुनिरका गाँव के टोकस जाट परिवार से थीं और प्रगतिशील विचारों से प्रेरित थीं।
चौधरी विजय कुमार ने अपनी प्रारम्भिक शिक्षा गाँव बेरी से प्राप्त की और तत्पश्चात बीए एवं एमए की उपाधि हासिल की। उन्होंने प्रशासनिक सेवा में नायब तहसीलदार के रूप में प्रवेश किया। तत्पश्चात वे तहसीलदार नियुक्त हुए और आगे चलकर हरियाणा सिविल सेवा में सम्मिलित हुए। अपनी लगन, निष्ठा एवं योग्यता के बल पर वे भारतीय प्रशासनिक सेवा (IAS) में चयनित हुए। उन्होंने 4 दिसम्बर 1989 से 2 जुलाई 1991 तक पानीपत के प्रथम उपायुक्त के रूप में उल्लेखनीय कार्य किया। इससे पूर्व वे कुरुक्षेत्र में अतिरिक्त उपायुक्त के पद पर कार्यरत रहे।
उनके परिवार की पहचान सामाजिक न्याय एवं प्रगतिशील विचारधारा से बनी। सन् 1929 में, जब समाज जातिवाद की गहरी जकड़ में था, उनके पिता एवं ताऊ ने बाघपुर गाँव में अपनी भूमि पर हरिजनों के लिए अलग कुआँ निर्मित करवाया और उन्हें जल ग्रहण करने का अधिकार प्रदान किया। इस निर्णय के कारण परिवार को सामाजिक बहिष्कार का सामना करना पड़ा, किंतु इस कदम ने समाज सुधार की दिशा में उनकी प्रतिष्ठा को और सुदृढ़ किया।
विजय कुमार के बड़े भाई प्रोफेसर शेर सिंह राजनीति में सक्रिय रहे और पंजाब राज्य में उपमुख्यमंत्री के पद पर आसीन हुए। हरियाणा के गठन में एवं उसके उपरांत उन्होंने राज्य की राजनीतिक दिशा निर्धारित करने में सर छोटूराम जैसी दूरदर्शिता का परिचय दिया। वे झज्जर एवं रोहतक से लोकसभा सदस्य निर्वाचित हुए तथा केंद्र सरकार में शिक्षा, संचार, कृषि और रक्षा विभागों में राज्य मंत्री के रूप में कार्य किया।
चौधरी विजय कुमार का सम्पूर्ण जीवन आर्य समाज एवं स्वामी दयानन्द सरस्वती के आदर्शों को समर्पित रहा। उन्होंने समाज में व्याप्त छुआछूत एवं कुरीतियों को समाप्त करने के लिए उल्लेखनीय प्रयास किए। सेवानिवृत्ति उपरांत उन्होंने पूरे हरियाणा राज्य में शराबबंदी आंदोलन को संगठित किया। इस अभियान के अंतर्गत उन्होंने अनेक धरनों और प्रदर्शनों का नेतृत्व किया तथा कई बार जेल भी गए। उनके अथक प्रयासों से प्रेरित होकर चौधरी बंसीलाल ने शराबबंदी को अपने चुनावी घोषणा पत्र में सम्मिलित किया और वर्ष 1996 में भारतीय जनता पार्टी के सहयोग से हरियाणा में सरकार बनाई।
प्रशासनिक कार्यकाल के दौरान चौधरी विजय कुमार ने अनेक लोक-कल्याणकारी कार्य किए। उनके प्रयासों से पानीपत में कुष्ठ रोगी आश्रम, मॉडल टाउन स्थित शिवजी स्टेडियम एवं रोटरी क्लब का निर्माण संभव हुआ। कुरुक्षेत्र गुरुकुल की स्थापना में भी उनका विशेष योगदान रहा।
चौधरी विजय कुमार का निधन 27 अगस्त 1995 को हुआ। वे अपनी ईमानदार छवि, दृढ़ संकल्प और आर्य समाज के प्रति अटूट निष्ठा के लिए सदा स्मरणीय रहेंगे। उनका जीवन समाज सेवा, न्यायप्रियता एवं जनहित के प्रति समर्पण का प्रेरणादायी उदाहरण है।
